Cleaning Chemical Management in Victorian Schools: SDS, Registers, Storage & Procurement

Cleaning chemical management in a Victorian school is not simply a matter of keeping Safety Data Sheets in a folder.

For Victorian government schools, the principal or delegate must ensure chemicals are identified and that risks associated with procurement, use, storage and disposal are managed. Dangerous goods and hazardous substances must be recorded on the school chemical register, supported by current Safety Data Sheets where required, and managed through appropriate controls, including staff information and training. The Department also requires dangerous goods and hazardous substances to be included as a hazard in the school OHS risk register and reviewed annually.

This guide is written primarily for Victorian government schools. Catholic and independent schools should apply their own governing-body and employer requirements alongside Victorian OHS law and current manufacturer instructions. Department systems such as Chemwatch GoldFFX and eduSafe Plus should not be assumed to apply outside Victorian government schools.

The practical difficulty is keeping the whole system aligned when products, cleaners, suppliers or procedures change.

A useful school cleaning chemical-management system connects five things:

Start by separating contractor chemicals from school-purchased chemicals

For metropolitan Victorian government schools using the Department's cleaning arrangements, the cleaning service provider supplies the equipment, materials and cleaning consumables required for the contracted cleaning service. The provider must give the school relevant details of its chemicals so the school-based register can be updated, use the safest practical chemicals capable of achieving the cleaning standards, keep chemicals secured, maintain current SDS information and comply with the Department's Chemical Management policy.

Cleaning contractors and external facilities companies must also maintain their own chemical register and obtain SDS for the products they use. Those documents must be readily accessible to the principal or delegate. Contractor chemistry should therefore never become an invisible system operating behind the cleaner's cupboard door.

Where cleaners are directly employed by a regional school under an approved exemption arrangement, the school must manage the relevant employment and OHS obligations, including staff induction and training. Contractor-employed cleaners remain subject to contractor-management processes. The school manages site-specific OHS risks and induction, but that should not be confused with taking over the contractor's entire workforce training program.

The practical control is to know who owns the chemical system. A product bought by the school, supplied by a cleaning contractor or introduced by another service provider should not sit onsite without a clear owner, current documentation where required and an understood process for use, storage and replacement.

What should be on a Victorian school chemical register?

A school chemical register has a specific OHS purpose. It is not simply a purchasing inventory of every cleaning product bought by the school.

The Department requires dangerous goods and hazardous substances present at the school to be identified and entered on the chemical register. Schools may choose to include non-hazardous products as well, but that is optional.

A purchasing list may contain paper products, hand soap, cleaning chemicals, dispensers and other recurring consumables. The chemical register exists to identify and support the management of dangerous goods and hazardous substances.

Victorian government schools have free access to Chemwatch GoldFFX. The Department says the platform can help schools create and maintain a digital chemical register, access current SDS and find information that supports chemical risk assessment and hazard identification.

The platform can reduce administration, but it does not replace physical verification. The register still needs to reflect what is actually stored and used in cleaners' cupboards and other relevant school locations.

Do not confuse a chemical register with a manifest

A chemical register and a dangerous-goods manifest are different controls.

The register lists dangerous goods and hazardous substances present at the school. A manifest becomes relevant when dangerous goods exceed prescribed threshold quantities and provides more detailed information for emergency response.

For ordinary school cleaning chemical management, the chemical register is the normal starting point.

What is the difference between an SDS, PDS and product label?

An SDS is useful only if it belongs to the chemical actually being used.

The Department requires current SDS for dangerous goods and hazardous substances. A current SDS is one issued or reviewed within the previous five years and must be accessible to staff and other relevant people who may need it.

The practical question is simple: Does this SDS belong to the exact product currently sitting in the cleaner's cupboard?

An SDS inherited from a former contractor, a document for an old formulation or a sheet for a similarly named product should not automatically be treated as current documentation for the chemical now in use.

Victorian government schools do not need to maintain a large paper SDS folder where suitable digital access is available. The Department's current SDS procedure says hard copies are not recommended where digital access is available because they can become out of date. If an SDS is printed, it must be the complete current document rather than a mini SDS or extract used as a substitute.

The SDS is primarily a safety document. It explains hazards, handling, storage, PPE, first aid, emergency information and disposal considerations.

The product label and Product Data Sheet (PDS) usually provide more of the operating information needed for routine cleaning, including intended applications, dilution, surface suitability, application method, rinsing and contact time.

A useful distinction for staff is:

SDS = how to understand and manage the chemical safely.

PDS and label = how the product is intended to be used.

Neither should be substituted for the other.

Make correct chemical use visible: training, dilution, labels and colour coding

A current SDS and chemical register do not guarantee that the correct chemical will be used correctly. Practical controls include trained staff, clear product identification, correctly labelled application bottles, accurate dilution and instructions available where the work is performed.

The Department requires principals or delegates to ensure staff using or managing dangerous goods and hazardous substances have knowledge, training or qualifications appropriate to the complexity and risk. Common consumer products in quantities expected for household use do not automatically require formal chemical training.

Training should match the products and tasks

Training should cover the products staff actually use, including product identification, labels, SDS/PDS, dilution, dispensing, application bottles, colour coding, storage, spill response and chemicals that must not be mixed.

Victorian government schools should maintain completed OHS training records and keep their training register, or equivalent record, current and reviewed at least annually.

Control dilution rather than relying on estimation

Overdosing wastes concentrate and can increase residues or exposure. Underdosing can compromise cleaning performance. Staff should follow the manufacturer's current dilution instructions and use a suitable measuring method rather than estimating by eye.

Where the cleaning volume and product system justify it, compatible dispensing can improve consistency and reduce uncontrolled free-pouring. A generic dilution chart should never override the current label or PDS for the exact product.

Use correctly labelled application bottles

Reusable application bottles should remain identifiable throughout their use. Permanent product identification, safety information, dilution guidance and colour or number coding can reduce errors, but colour alone is not a chemical label.

Food or drink containers must never be used to decant, mix or store chemicals. The container, mixture or decanted product still needs to be correctly labelled and managed according to the applicable SDS and manufacturer directions.

Chemical colour coding and equipment colour coding solve different problems

Chemical colour coding helps staff identify the product or task. Colour-coded cloths, mops and buckets can help separate cleaning equipment between hygiene zones and reduce cross-contamination.

Used together, the controls answer two different questions: Which chemical should I use? and Where should this cleaning tool be used? Neither replaces labelling, staff instruction or an approved cleaning procedure.

School kitchens and canteens are a separate food-safety pathway

School kitchens and canteens can contain dangerous goods and hazardous substances, so relevant products still need to enter the school's chemical-management process. This includes identification, current SDS where required, suitable storage and staff instruction.

Food-service operations also have separate food-safety obligations. Cleaning and sanitising of food-contact surfaces, dishwasher chemistry, food-handler training and canteen food-safety controls should be managed under the applicable Victorian school food-safety requirements, local-council requirements and current manufacturer directions.

Where a school wants to reduce dilution and dosing complexity for food-contact sanitising, a ready-to-use product can remove the dilution step. School chemical risk assessment and Safe Work Procedures

Training is one part of chemical risk control, not a substitute for risk assessment.

Under the Department's current controlling-the-risk procedure, products with a Chemwatch risk rating of 0 to 2 can generally be managed according to the label where those instructions adequately cover use, storage and disposal. A Safe Work Procedure is not required at that level, although the school may choose to develop one.

Where a dangerous good or hazardous substance has a risk rating of 3 or above and the school continues to use it, the Department requires a Safe Work Procedure with suitable and effective controls.

The distinction is straightforward:

The SDS describes the chemical and its hazards.

The risk assessment considers how that product is actually used at the school.

The SWP records the approved method and controls where required.

Training makes sure the person performing the work understands that system.

SWPs must also be circulated and communicated to relevant staff when completed or updated.

How should Victorian schools store cleaning chemicals?

Chemical-management problems frequently become visible when somebody audits the cleaner's cupboard.

A tidy cupboard does not prove that the chemical-management system is correct. An untidy cupboard, however, often exposes deeper problems: products left by previous cleaners, duplicate concentrates, damaged labels, unidentified application bottles, incompatible products stored together or stock nobody intends to use again.

Dangerous goods and hazardous substances must remain correctly labelled and stored. The exact controls depend on the product and its SDS, including any requirements for ventilation, segregation, cabinets, spill containment or PPE.

A locked cleaner's cupboard is only one control. The school should also understand what is there, why it is there, who uses it, how it is diluted and whether the documentation still matches the product.

Kitchens and canteens are among the locations the Department identifies as potentially containing dangerous goods and hazardous substances. Food-service chemicals should therefore be managed according to the current SDS, label and PDS as applicable, as well as the site's separate food-safety requirements.

The Department also requires chemical stores to be reviewed annually. Expired, obsolete and unwanted chemicals must be identified for appropriate collection and disposal, and the review should be scheduled in the school's OHS activities calendar.

Spills, incorrect dilution and unidentified bottles should enter the management system

A spill kit is useful only as part of a wider response process.

The Department requires appropriate emergency arrangements for chemicals, including accessible spill and containment equipment where necessary. Chemical spills, leaks, splashes, incorrect dilution, unidentified bottles or repeated misuse can indicate a failure in training, labelling, product selection, storage or supervision.

For Victorian government schools, staff who identify or observe a workplace hazard must notify the principal or delegate and report it in eduSafe Plus using the Department's current process. Contractor hazards and incidents also need to be communicated and managed through the school's contractor OHS arrangements.

The management value is not simply recording that something went wrong. A chemical incident should feed back into the system so the school can identify which control failed and reduce the likelihood of recurrence.

Chemical procurement and substitutions in Victorian schools

Procurement is one of the easiest places for an otherwise controlled chemical-management system to fail.

The Department's current chemical procurement procedure requires that a new dangerous good or hazardous substance is not introduced without first obtaining the manufacturer's SDS and completing the OHS purchasing checklist. The product must then be assessed and added to the register where required.

That supports a useful operational rule:

No silent chemical substitutions.

This is a management control rather than a separate Department regulation. It follows from the requirement to assess new dangerous goods and hazardous substances before they are introduced.

If the actual chemical changes, the school may need to reconsider the SDS, register entry, risk assessment, SWP, dilution instructions, application bottle, dispenser setting, staff training, PPE, surface compatibility and storage arrangements.

A substitute that looks commercially equivalent can still create risk if staff continue following the previous product's directions.

Reordering an approved cleaning chemical system reduces unnecessary change

Victorian government schools must also comply with the applicable school procurement requirements when purchasing goods and services.

For cleaning chemicals, value for money is not simply the lowest container price. A cheaper substitute can become expensive if it requires different dilution equipment, creates new documentation, needs different PPE, changes staff training, causes product waste or does not suit the existing task.

How should a school assess environmentally preferable cleaning products?

Environmental marketing should not be the starting point. Start with the cleaning task and surface, then consider the hygiene requirement, hazard profile, method and training, environmental evidence and cost in use.

The Department requires metropolitan cleaning providers to use the safest practical chemicals capable of achieving the required cleaning standards. Its chemical procurement guidance also encourages eliminating or substituting dangerous goods and hazardous substances with safer products where possible.

Agar Green Cleaning Range and GECA

GECA currently lists Agar Cleaning Systems as the licensee for Kuranda Disinfectant under the Cleaning Products standard. GECA describes Kuranda as an environmentally preferable commercial-grade disinfectant boosted with detergent for cleaning action.

Certification does not make a product suitable for every task. Product selection must still match the required cleaning outcome, surface and current manufacturer directions.

Whiteley EarthSmart cleaning products

Whiteley describes EarthSmart Multi-Purpose Detergent as readily biodegradable and non-hazardous, with a concentrated formula and refill-reuse bottles.

No current primary source reviewed for this guide identifies EarthSmart Multi-Purpose Detergent as GECA-certified, so it should not be described that way.

Environmental certification, hazard classification and cleaning function answer different questions. Strong environmental credentials do not remove the need to follow the product label, SDS/PDS and task-specific controls.

Disinfectant claims need a separate check

Cleaner, sanitiser and disinfectant are not interchangeable terms.

The Therapeutic Goods Administration regulates hard-surface disinfectants according to their intended use and claims. Hard-surface disinfectants may be labelled hospital, household or commercial grade depending on intended use and performance testing. Products making specific antimicrobial claims can require inclusion on the Australian Register of Therapeutic Goods.

Where a school requires a disinfectant outcome, select the product according to the exact intended claim, surface, dilution, contact time and current use directions. Do not assume that a general cleaner, sanitiser or environmentally preferable product automatically provides the disinfectant outcome required for another task.

Contractor or staff changeover should include a chemical handover

A change of cleaning contractor, cleaner or responsible school staff member should trigger more than a key handover.

A cleaner's storeroom can contain outgoing contractor stock, incoming products, school-owned cleaning chemicals, unidentified bottles and documentation belonging to products no longer used.

A sound chemical-management system should not depend on one cleaner or one business manager remembering how everything works.

  1. Identify what is onsite and who owns it.
  2. Reconcile dangerous goods and hazardous substances with the chemical register and current SDS.
  3. Check PDS, labels, risk controls, storage and application bottles.
  4. Make sure staff using the products understand the approved system.
  5. Control dilution, dosing and dispensing rather than relying on memory or estimation.
  6. Assess new dangerous goods and hazardous substances before they are introduced.
  7. Prevent uncontrolled substitutions.
